How does DNA find lost cousins?

Is it necessary for your relatives to have taken a DNA test themselves for them to show up as cousins when you do a test yourself?

They won't show up as DNA matches unless they have tested - but since you'll have over 20,000 DNA matches you're not going to be short of cousins.

Of course, you might find out about some cousins because you have a match with a mutual relative - though often the person who has tested (or the person who is managing the test) will be the main family historian.
